IT'S A MAD WORLD: The U.K.
You may be well aware that our own iconic American humor magazine is actually published worldwide. What you might not know is that in the various local editions, they use local humor and local cartoonists.
This is a British parody of the SUPERMAN films from the 70s and 80s, which for some reason never got around to appearing in the US edition properly, or even one of the MAD SUPER SPECIALS. Not sure why, as I recall them using various international articles for 'filler' from time to time. Maybe they didn't want to go through the trouble of translating it from British to English.
And, YES, this is very similar Mort Drucker's style.
